European Union is an integration of states, consisting of 27 members which are marked by many economic and other differences in and among them. Therefore, the biggest importance of EU is regional politics, actually the politics of social-economic cohesion. Tools of the politics are funds and programmes that can be divided into: pre-accession, structural and cohesion programmes. Republic Croatia has gotten the opportunity to use the pre-accession funds, since in 2004 we were given a status of a candidate country. Pre - accession funds can actually be viewed as a practice in how to use structural and cohesion funds after the approaching and their financial alocation is much stronger. Until 2007. Croatia has been using CARDS, PHARE, ISPA and SAPARD. In the new financial perspective these programmes have been replaced by a unique programme IPA. The County Međimurje has only taken insignificant amounts given to Croatia, although this county has very good basis and conditions for attracting fund investments.
