The most widespread method of analysis of settlements and their impact on the surrounding area is by using the system of central places. Strength of the central places and the limits to which reaches its impact depends on the representation of functions that make them attractive settlements. In Vukovar-Syrmia County of a total of 85 settlements, 46 of them have the characteristics of central settlements. The Degree centrality of each community was determined by qualitative and quantitative functional characteristics. Vukovar-Syrmia County has two regional centers, two sub-regional, 19 semi-regional centers, where lives the majority of the inhabitants of the County, and 23 settlements with a degree of a local center. For better organization and functioning of the county propose is to establish another sub-regional center (city Otok) and the merger and reorganization of certain municipalities (abolished municipalityes are Vođinci, Bogdanovci, Negoslavci and Tompojevci, and reorganized are Tovarnik i Nijemci).
