Abstract

This paper analyzes administrative division in Primorje - Gorski kotar County. Basic concept and principles of territorial division have been evaluated. Demographic, socio-economic and fiscal indicators of current administrative units have been analyzed. Proposal of standardized criteria for administrative division has been given. Territorial reorganization of local government units in Primorje-Gorski kotar County was made. In accordance with the proposed criteria, and territorial reorganization which duly followed, the total number of local government units was reduced from 36 to 23 (36 % reduction). In doing so, the number of administrative cities was reduced from 14 to 12 (14.3 %), while the number of municipalities was reduced from 24 to 11 (54.2 %).
