Croatian electoral system was founded in 1999 as a compromise and consensus of the major political parties, based on the suggestion made by scientific work group. Electorates were not adjusted to changes in the number of voters and migrational changes which led to unbalanced number of those eligable to vote in the elections. The need for electoral reform initiated this thesis. The thesis includes general topics connected to political geography and geography of elections, describes electoral systems conducted in Croatia, analyses current Croatian electoral system and spacio-demographic frame of current electorals. Based on results, a neutral and objective system of new electorals is proposed, in accordance with administrative-territorial and demographic frame.
